Before you read the numbers.
The filing discloses a promotional rate alongside the ongoing rate. The figure shown here is the go-to rate that applies once the promotional period ends, because that is the rate that governs for the life of the account.

Analysis
Bellco Credit Union's filed agreement for Visa Platinum New Account Disclosure discloses a purchase APR of 9.5%–21%, no annual fee and a six-month 0% opening period. That purchase rate ranks near the 46th percentile across this corpus of 4,587 filings.
What the agreement puts on the record
What follows is drawn entirely from Bellco Credit Union's CFPB filing for Visa Platinum New Account Disclosure. The filing runs one page, and It is issued on the Visa network.
The filing is explicit about a purchase rate, a cash advance rate, an annual fee line, a late payment maximum and a foreign transaction fee. No figure appears for a balance transfer rate and a penalty rate.
What the promotional rate is worth
A six-month promotional period at 0% is on the record here — during it, qualifying balances cost nothing to carry.
Roughly 458 of the 4,587 filings indexed here disclose a zero-percent introductory rate, so this is a real feature of the document but not a rare one.
Once the introductory period ends the rate becomes 21%, which turns a lingering $5,000 balance into approximately $1,168 of annual interest.
The promotional window is therefore worth something on the order of $584 on $5,000, measured against the same balance priced at the standard rate for the same period.
The purchase rate in context
This is a tiered agreement: the filing discloses a purchase APR anywhere from 9.5% to 21%, a spread of 11.5 percentage points. Which end of that band applies is set by the issuer at account opening and the filing does not say how.
The floor of that band sits at about the 9th percentile of filed purchase rates; the ceiling sits at about the 46th. In corpus terms the same card can be cheap or expensive depending on how it is priced.
The agreement labels the purchase rate variable, so the quoted figure reflects the index at the time of filing rather than a locked-in price.
This figure is the post-promotional rate. The introductory pricing is handled separately further down.
Translating the rate into money
A $1,000 balance left untouched for twelve months accrues about $234 in interest at this purchase rate.
Priced at the median of 21.99%, that balance would generate about $246 in a year — so this agreement comes in around $12 cheaper for the same debt.
Broken down to a single thirty-day cycle, the same balance accrues roughly $17.41.
These figures are arithmetic on the disclosed rate, not a quote: they assume the balance is never reduced, ignore any payments, and take no account of fees charged separately.
Charges beyond interest
The annual fee is $0. Roughly 75% of filings here that state a fee state zero, so the absence of one is unremarkable in this market.
Cash advances carry a cash advance fee of $10 or 4% of the advance, whichever is greater and a cash advance APR of 21%. The two halves of that fee cross at about $250: below it the flat $10 applies, above it the percentage does. Cash advances also tend to fall outside any grace period, which means interest typically starts on day one rather than at the end of a billing cycle.
Transfers are charged a flat $0, though no distinct transfer APR appears in the document.
Foreign transactions attract 1%. On $5,000 of overseas spending that is $50, charged on top of whatever exchange rate applies.
The grace period
Purchases carry a 25-day grace period: pay the statement in full inside it and the purchase rate never applies.
The filing sets the minimum interest charge at zero — small balances are not rounded up to a floor.
Default pricing
The filing explicitly states that no penalty APR applies. That is worth noting: a default on this account does not, by the terms of this document, reprice the whole balance upward.
On the fee side, a late payment can cost up to $25, which is around the 32nd percentile here.
Against the rest of Bellco Credit Union's filings
This is one of 13 Bellco Credit Union agreements collected here. The others all file the same 21% purchase rate. Whatever separates these products, it is not the cost of borrowing.
On fees, 7 of the 8 sibling filings that disclose an annual fee also set it at zero — this one is among them.
What is outside the disclosure
It is worth being explicit about scope: these filings record terms and pricing. They say nothing about rewards programmes, cardholder benefits, promotional offers or who the issuer will approve, and this review does not speculate about any of it.
Reading the agreement yourself
The original filing, 1 page long, is linked on this page and should be read before any figure here is acted on. It is also a snapshot: issuers refile as terms change.
In short
21% is an unexceptional purchase rate in this collection, and the rest of the terms follow the same pattern.
